I'm going to make this suggestion in character for fun.

Salutations, esteemed faculty of Astraea Hill. My name is Honoo Raion, and I would like to take it upon myself to protect this campus as an officer of peace. Back at my old school, we had a private police force that protected students, or escorted them to their disciplinary needs if they acted up. I would like to bring that here. As I'm sure you know, many students are enjoying the outside world beyond these gates, and some of them have gotten into trouble that way. Some students have broken the rules here and gone completely unchecked. Worst of all, there have been recorded incidents of murder and kidnapping on the school's otherwise highly esteemed record. I will personally see to it that such things never plague this campus again. Here is my proposal:
1 - An officer within this new organization must be someone who has passed a fitness test issued by your health advisors. This test must have a higher standard than a normal fitness test as officers must be able to handle any situation.
2 - An officer will be given a specific addition to their uniforms to make them very obvious. I am not looking to trick and bait, I am only looking to protect my campus. This specific addition must be plainly visible at all times. My suggestion is an officer's hat sporting the crest of the school that student is from and in that school's color.
3 - Any officer caught abusing this power will be punished more severely than normal students. This ensures only the purest of intent will be among the officers. The risk would be too great for troublemakers to enlist.
4 - If an emergency does occur, officers have permission to leave class to solve the problem. They are to be given printouts of the lecture in this case, to avoid missing work.
5 - Officers must go through a specialized class one year prior to obtaining that title in order to learn how to do the job. We will discuss rules further upon approval. Upon the start of the next year, if the cadet passes the class with at the minimum a B, they will be given officer privileges. Due to the legal age of adulthood, I believe only sixth years should be able to obtain this privilege, making the class a fifth year course.
I understand my request comes from a place of concern. Therefore, I have prepared and am willing to sign wavers agreeing that the school is not responsible for any dangers that may befall me. I also have two friends, one from each school, who will likely be willing to do the same. I am also aware that I myself am only a second year student and thus cannot under my own ideas join this organization. I am okay with this, as a large scale addition to the campus will likely take at least three more years to fully integrate if approved. Funding for new attire, restructuring the curriculum, and editing the rulebook are not overnight jobs.
